The Bill (Reg. No. 0953) envisages amendments to Articles 8 and 16 of the said Law, authorizing The Verkhovna Rada and the President of Ukraine to early terminate the authorities of the National Council members appointed by them by way of giving a vote of non-confidence to the National Council members due to the results of its annual report.
Discussing the Bill, some of the Committee members disagreed with the statement of Article 16, pursuant to which, the Parliament dismisses members appointed by it, provided The Verkhovna Rada of Ukraine gives a vote of non-confidence to the National Council (as a body) due to the results of its report scrutinizing, and the President of Ukraine dismisses members appointed by him, in case the President gives a vote of non-confidence. The People´s Deputies believe that non-confidence to the National Council (as a body) should result in entire resignation of its personnel, not just partial (of parliamentary or presidential members), no matter who gave the vote of non-confidence (The Verkhovna Rada or the President of Ukraine).
To eliminate different methods of regulating the same issues, the Bill should introduce the mechanism of appointment and early termination of the authorities of the National Council members, similar to the one, envisaged by the Law "On the National Bank of Ukraine". Therefore, the amendments to Article 16 of the Law "On Television and Radio Broadcasting" should have the following wording: "the authorities of the appointed personnel of the National Council on Television and Radio Broadcasting of Ukraine are early terminated, provided The Verkhovna Rada of Ukraine or the President of Ukraine gives the vote of non-confidence due to the results of scrutinizing the report of the National Council. In the said case The Verkhovna Rada of Ukraine and the President of Ukraine are to dismiss their representatives and appoint new personnel of the National Council".
The People´s Deputies also stated that some of the Committee members failed to submit amendments and proposals to the Bill during its consideration at the Second Reading.
Therefore, the Committee decided to continue working on the Bill, taking into consideration all the proposals and amendments of the People´s Deputies.
